PUBLIC NOTICE: Public Meeting Scheduled for Wednesday, February 14, 2018 Proposed Amendment to Carrollton Neighborhood Stabilization Programs

PUBLIC NOTICE

The Neighborhood Stabilization Program (NSP) provides funds to state and local governments to redevelop vacant, foreclosed, and abandoned properties into affordable housing. The Georgia Department of Community Affairs (DCA) administers these funds for the state of Georgia. In 2009, DCA approved and set aside funds for Carrollton NSP1 in the amount of $3.4 million and in 2011, $1.19 million for NSP3. To date, Carrollton (NSP1 & NSP3) has utilized these funds to purchase and renovate 85 foreclosed properties in Carroll County. These properties were then sold to qualified homebuyers.

Carrollton is proposing to amend the Action Plans of its Neighborhood Stabilization Programs (NSP1 and NSP3) by adding “NSP Eligible Use (E) – Redevelopment of Demolished or Vacant Properties – New Construction”, as an eligible program activity. Under this category, Carrollton NSP will have the option of pursuing new construction of affordable, energy efficient, single-family-homes to be purchased by qualified families whose income is at or below 120% of Area Median Income.

The addition of “Eligible Use (E) – Redevelopment of Demolished or Vacant Properties – New Construction” to the NSP1 and NSP3 Action Plans will be discussed at a public hearing. The hearing will be held in the third (3rd) floor meeting room at City Hall, 315 Bradley Street, Carrollton, GA 30117 on February 14, 2018 at 3:00 p.m.

The purpose of this hearing will be to obtain citizen input into the proposed program activities.
